GNWT Early Childhood Development engagement


The departments of Education, Culture and Employment and of Health and Social Services set out to engage a broad range of stakeholders in the renewal of its Early Childhood Development (ECD) Framework. This was an ambitious undertaking on a very short timeframe. A range of engagement activities were planned from late November to mid-January, culminating in a territory-wide ECD Roundtable and an Elders Sharing Circle in Yellowknife with representatives from all communities. Engagement mechanisms identified by ECE were designed to reach and seek input from ECD experts, Aboriginal and community leaders, policy makers, daycare operators, parents, grandparents and caregivers and professionals in the medical, social service and education sectors.

While ECE and HSS lead on the development of engagement plans and materials and played a key role in delivering most of the engagement activities, ECE and HSS required a dedicated contractor to coordinate and oversee the planning and execution of this suite of interconnected initiatives in the tight timeframes required.


Tait Communications provided:

  • Event Coordination Services for two conferences in Yellowknife (one for people working in ECD and another for community elders), including all logistics, invitations, registrations, travel and accommodation management for participants (with Top of the World Travel).
  • Research support services for focus groups, family surveys and regional meetings being conducted by ECE and HSS staff. Tait provided research and reporting tools as well as guidance and support to ECE and HSS staff and collated all data collection.
  • Advertising services including the planning, development and placement of a series of print, radio and social media ads intended to drive target audience to the ECD Facebook page and online survey.
  • Web and social media services including the establishment of a conference information and registration website and management of two webinars.

Tait went above and beyond to deliver this project on time and on budget. In two short months, Tait and the ECE/HSS team were able to conduct 11 focus groups, 17 regional meetings, 23 family surveys and 2 webinars (for a total of 205 participants). In addition, just under 500 online surveys were submitted. Our client indicated that Tait’s team were instrumental to the success of this process.
