Sahtu Health and Social Services Authority

Challenge

In a government organization, success is measured differently than in business, but it still requires the same ingredients: a solid plan with goals and objectives that lead to successfully achieving its mission.  In 2009, the Sahtu Health and Social Services Authority (SHSSA) wanted to develop a strategic plan using a balanced scorecard approach.

Solution

Tait conducted focus groups with the Authority’s clients and staff in all four Sahtu communities.  This input was combined with input from management and the Board to develop a strategic plan that aligned with the overall strategic direction of the GNWT and the department of Health and Social Services while addressing and reflecting the need of the Sahtu region.  Using a balanced scorecard approach, the strategy included goals related to four areas of operation:  service to clients, operations, recruitment and retention of employees, and how the Authority uses its resources.

Results

The SHSSA strategic plan has provided guidance for the SHSSA Board, its employees, and even the people of the Sahtu region.  Notes Chad Fehr, the Authority’s CEO:  “Fiscal year 2010/2011 was a success.  We have begun to achieve the goals we set for ourselves in our strategic plan.  It will be a long process, but we are definitely on the right track.”
